Cases from most of Los Angeles County are heard in the Los Angeles Division, at the Edward R. Roybal Federal Building, 255 East Temple Street, Los Angeles 90012. It is the largest division of the highest-volume bankruptcy district in the country.
That volume is not a warning. It is the reason the procedures here are as standardized as they are, and it is why a routine consumer Chapter 7 moves through this court with very little drama.
Who files here
Residents of most of Los Angeles County, which is the majority of the county's population. Downtown, South LA, the Westside, the Harbor area, the San Gabriel Valley, Long Beach, the southeast cities.
The northern part of the county goes to the San Fernando Valley Division in Woodland Hills instead. If you live in Van Nuys, Northridge, Santa Clarita or Burbank, that is your division, not this one. It is the single most common venue mix-up in the district.
What the volume means for you
Trustees in this division handle a very large number of consumer cases, and they have seen everything. Ordinary facts get ordinary treatment. A W-2 earner with credit card debt, a leased apartment and a financed car is not going to generate curiosity.
Where volume does show up is in scheduling. Motions get set on crowded calendars. Trustees run meeting blocks back to back. Being organized is worth more here than being clever, because the system rewards a complete petition and penalizes one that needs three rounds of follow-up.
The Roybal building is not where your meeting happens
Section 341 meetings for Chapters 7, 12 and 13 have been conducted by Zoom throughout this district since June 2024. Most consumer debtors filing in the Los Angeles Division never go to 255 East Temple Street. If a contested hearing does arise, that is where it would be, and there is federal courthouse security, but a routine case does not take you downtown.
Costs are the same as everywhere
The court's filing fee is $338 for a Chapter 7 and $313 for a Chapter 13, identical across all five divisions. The Central District's RARA no-look attorney fee for Chapter 13 is $7,000, most of it paid through the plan rather than up front.
Chapter 7 attorney fees are set by the firm, not the court. This office starts at a flat $1,850. Nothing about filing in the Los Angeles Division makes a case more expensive than filing in Santa Ana.
Local practice worth knowing
The district uses self-calendaring for many motions, meaning the moving party selects an available hearing slot from a judge's published calendar rather than waiting for the clerk to assign one. It speeds things up considerably when a client needs a lien avoidance motion or a stay extension heard quickly.
Judges here maintain their own procedures on tentative rulings and on when telephonic or video appearances are permitted. Those are the details your attorney tracks and you do not need to.

Does my attorney need an office downtown?
No. Assignment follows where you live, not where counsel sits, and appearances in this district are largely remote for consumer matters. What matters is that your attorney regularly practices in the division your case lands in.
